Cant Convert game from 4.17 to 4.25

Hello,
i want to convert my game from 4.17 to 4.25 but it wont convert it.
this is what i get the first time when i hit “open copy” (sorry but the error text is in german):

after that, the folder is there and it says 4.25 but when i try to open it i get this:

how can i fix that?

Any plugins in the that 4.17?

yes but i have updated it to the newest version before trying to convert and it supports 4.25
i also tried converting after removing the plugin but still the same
