Cannot launch a project build, error "The procedure entry point CreateDXGIFactory2 could not be located in the library DLL dxgi.dll"

Hello. Me and my friend are working on one game project. I am a 3d artist and he is a programmer, and he creates the game builds. Recently he updated his unreal engine to the latest 4.25 version, created a new game build and sent it to me to try it out. However I am not able to launch this build, it gives this error:

The procedure entry point CreateDXGIFactory2 could not be located in the library DLL dxgi.dll

And completely refuses to launch. The weird thing is that I am able to launch the UE4.25 editor, even though it gives similar kind of errors, but it still launches. Previously i could launch the builds, (i think they were made in 4.19 version), they also gave similar kind of errors but still launched. I use windows 7 and my friend uses windows 10.
One of the things i tried was updating nvidia drivers but that didn’t help.

Can someone help us with this problem, please?

This is a know issue for windows 7 users and has been fixed if you use the source version of UE4. I assume a fix will come with the next update or engine version. I am using source version until then.

Go to engine versions. Instead of choose, click verify. That will solve the problem. Not this might take 1 to 2 hr.

I am a windows 10 User and I have the same issue, though, unfortunately this particular solution still did not work for me.
