can unreal engine 4 run on a Elitebook 8460HP windows??? I want to install it on that device and the exact version im downloading is 4.27.2 if not what version can i download?

This is not a high-end graphics card. It might “run” but it won’t “run well” – the editor of the engine needs a lot more graphics power than a finished game does.
Also, that device comes with a variety of RAM, hard disk, and CPU options. An 8 GB RAM, Core i3, spinny-disk system won’t really run the Unreal Editor no matter what the graphics. You need AT LEAST 16 GB RAM, just to get started, and 32 MB to do anything interesting, and 100+ GB of RAM for the high-end demo scenes available from EPIC.
Similarly, you’ll want several hundred GB of free disk space, and you’ll want a SSD, not a spinny hard disk.
