i think you might have more luck if you contact github and try to see if they can do anything about block.

well, try vpns, opera has a free version where it shows like the browser is in EU or US.
Hello @dorusoftware! Of course, I have tried VPN, and even Tor, otherwise I wouldn’t have written this, but Github binds a block to account, and whereever I log in to account, the block remains.
maybe create a new account? you can also try to see if you can use webarchive to save a copy of the repository.
unfortunately my expertise on these topics are limited. did unreal is available in your country? if yes then it tells a lot of github management that go beyond what those sanctions requirements are really enforcing.
