@seldonfound, I’m having the same problem as @natemac00.
In my case, this is with an existing project that has worked correctly on Android with 4.13 and (sometimes) 4.14.
With the previous versions I found that if Java 6 wasn’t installed along Java 8, then nothing would work. After upgrading to 4.15, Android is broken again. I upgraded to CodeWorksforAndroid-1R5 included in the binary release of 4.15.1.
UE4 seems generally incapable of producing working builds on any mobile platform in the last 6 months, in my experience.
