I really like Archinteriors Vol 1 Scene 3 & 5 from the ArchViz section of the Unreal Marketplace. Can I use these for my game straight-out-of-the-box?

I would think that anything designed for UE4 will work for games if you want, the only possible issue might be that it could be using high resolution textures/lightmaps/geometry that you may have to adjust for better realtime performance.

Don’t decimate them, I’ve never known automatic methods that give a good result, it depends whether the meshes are actually too high-poly or not, but the best option would be to export them back to your 3D program and fix them by hand.
Lightmaps, as long as the meshes are unwrapped well you can just lower the resolution of those.
