can i use unreal engine 5 with these:
i5 3550 3.3ghz base max 3.7ghz
16gb dd3 ram
gtx 1050ti 4gb ddr5
i tried opening it but it took 1 hr 20 min to open it.
Any suggestions?

No.
The officially recommended minimum specs are the following:
RAM: 32GB
VRAM: 8GB
(Go with DDR5 for the RAM btw)
There aren’t any official GPU / CPU recommendations but at least an RTX 3080 or 4070 level cards should be preferred, and an appropriate CPU.

You’re quite under spec. It will always take a long time to open, the first time. Quicker after that.
Once you get the editor open, use the settings code ( top right ) to set the overall scalability down a couple of notches. That should do it.
