So like a Sonic video adventure movie rendered with UE4, for example? Not a layer but I strongly believe that would be a very hard no, no from SEGA officials. Especially if it’s monetised!

Who is them? What is the game? Using someone else’s intellectual property with no permission is generally a big ‘NO’ and will eventually get you into trouble.

if you have the permission then you are good on legal terms. you will have to ask them for permission for monetization aswell. if you as have their permission you can monetize the content. aswell for the video im not too much into cinematics so im not sure how that will be done. but for you to create a cinematic(from what i think) the game must be made from ue4 and you must have access to the project. however i may be VERY VERY wrong on this second part so dont quote me on this.
So the real question here is:
“I have the rights / permission to use the IP and I have the official assets. Can I make cinematic sequences out of it using UE4, and monetise them?”
I think that should be doable but it would be best to ask Epic directly. Not sure how they feel about you importing assets from another engine (?) into UE4.

As for your use of UE4, yes, you are permitted to use UE4 to create cinematics that are monetized. In fact, you will not owe royalties for that revenue under the following exception from Section 5 of the EULA:
- Revenue from an Unrestricted Product, including for clarity,
revenue from a Product which solely
relies on the Licensed Technology for
production of non-interactive linear
media (e.g., broadcast or streamed
video files, cartoons, or movies) and
which is Distributed in a form that
does not contain the Licensed
Technology or, in order to deliver,
rely on servers running the Licensed
Technology;
