Can I use UE4 downloadable Editor from Epic Launcher to export games for shipping for android or I have to use the source files for that and start manually compiling the editor to development and android with visual studio to be able to export games and put them for example in google play?

The source files are available if you want to edit engine code. The precompiled versions that you download from editor will publish your game for shipping. Be sure to read the EULA if you plan to sell your game for profit so you understand what epic games requires of users who publish a finished product. Best wishes!
