Can i use the epic games free or pay assets in my own commercial game? Can i custom them?

If you’re referring to assets listed by Epic on the Marketplace, you are permitted to customize use them in your commercial projects. Note, however, that content designated as UE-Only can only be used in UE projects.
anything and everything found on the marketplace can be used in a commercial product, thats why theyre there. And yes, you may customize them however you see fit. you do not owe any royalties to anything on the marketplace, if you have them that means you paid for them already.
If you were to take the assets from the epic marketplace and export them to a project made with a different engine… no you cannot do that.
With things made by epic games such as the ue4 manequin and things in the starter content, I think you actually have to customize those if you were going to use them commercially (i remember seeing one game a few years back where they literally just added hats to the unreal manequins model and made them a different color).
Anything made in unreal can be sold and distributed on any platform not just the epic games store (though the overall royalties you would owe epic are significantly less if you you use the epic store compared to the royalties you would owe steam.)
if you sell something made with unreal, you owe epic 5% royalties on it if you make over 3000 a quarter year. if you make less than that you dont have to pay any, though you may still owe money to the platform youre selling your game from (such as steam).
