can i run unreal engine?

If you manage to launch it, it will be very, very slow and prone to crashing.

Your CPU will be your biggest downfall here, It will work, but will it be usable is the issue (especially if you do PIE stuff).
If you are considering doing UE4 stuff, then i would suggest upgrading your hardware.

I know this is present on the official website but this could not be further from the truth. There’s plenty of entry-level DX11 cards that cannot cope with UE4.
The original listing as of the engine release looked like this:
- OS: Windows 7/8/10 64-bit or Mac OSX Sierra.
- CPU: Quad-core Intel or AMD processor, 2.5 GHz or faster.
- RAM: 8 GB, Recommended to have at least 32 GB.
- GPU: NVIDIA GeForce 470 GTX or AMD Radeon 6870 HD series card or higher.
- Video Card/DirectX Version: DirectX 11 or DirectX 12 compatible graphics card.
- For storage purposes, fast SSDs are good.
Now those 2 GPUs are actually relevant even today.
One way or another, OP’s laptop will melt and that 4GB means that they’ll be using swap file all the time; and this will come to a grinding halt under a minute
