Any public Distribution (i.e., intended for Engine Licensees generally) which includes Engine Tools (including as modified by you under the License) must take place either through the Marketplace (e.g., for distributing a Product’s modding tool or editor to end users) or through a fork of Epic’s GitHub UnrealEngine Network (e.g., for distributing source code).
Since this would be redistributing a modification of the Engine Tools (Pivot Painter is part of the Engine Tools), you are free to create a fork or pull request of Epic’s GitHub UnrealEngine Network, or release it on the Epic Marketplace. This would allow you to make it freely available to any Engine Licensee. You would be free to link to the Marketplace or Epic’s GitHub from your website, but if the code is a derivative work of the Engine Tools, we have to require that it only be distributed through one of those two options.
