I am working on a game and I want to add custom features to the editor and I wanted to know if I would be able to make a heavily modified version of Unreal Engine 4 and publicly release a game using it, require permission to release a game using it, or if I cant release a game at all using it. Kind of like how the Source community can sometimes make custom branches of the Source Engine.

It’s accepted that you’d make modifications to the Engine. (Even if you just make one change/fix you’d be on a “custom branch”)
I think it’s fair to say that most ‘serious’ (with some source-code-compilin’ on the team) projects are on their own custom branch.
