Your laptop is well below the minimum requirements to run UE4, that would have issues running many Unity projects as well.
It’s the whole system that just isn’t very powerful.
64GB memory isn’t necessary, that’s more than what is needed by the vast majority of people. 8GB can work to a limited degree, 16GB would be fine for most people, 24-32GB would be great. 64Gb would rarely get used.

To install UE4 there’s the Epic Games Launcher (it’s for their game store but also has a section to install Unreal Engine). There’s free content you can download from within the Launcher.
