Hello ! I would like to create a small mod for ps4 and small games that I will not publish. Unfortunately, I learned that for “cook content for ps4”, we don’t only have to download the software but we have to become a PS4 developer, then own a custom Unreal engine liscence and then ask epic game to provide us with the code or something like that that allows us to “cook games for PS4” and finally buy a devkit from SONY. A friend gave me a working one a long time ago. So I could test my games without any problems.
Knowing that I will NOT distribute my creations, is there a way to contact someone of unreal engine or of epic game who can provide me directly, after discussion, the necessary things cook content for PS4 by mail, please ?
Or, is there anyone who is able to cook content for PS4 platform that can cook me, still for PS4 and with Unreal engine 4.20.3, three little folders in which I put the textures and all that stuff, please ?

If you are not part of Sony’s developer program then Epic will not give you access to the version of Unreal that can build for Playstation. You can’t just borrow a devkit from a friend and get access.
What you’re wanting to do is really just a hobby project and the developer programs are meant for serious projects.

Or, is there a way to port your game or mods to ps4 without going through the “cook content for ps4” ? 
No, there’s not an option for building for PS4 without developer access, it’s meant to be locked off, including for mods, game developers don’t typically want people messing with their game code.
