hello guys
i want to download UE 4.16.2 now via launcher but i have a slow internet and launcher doesn’t give me an ETA of download.
please can i download it via a torrent client ?
if not is there a way to download it, can someone show me the latest source code and the way by which to build it.

As for building from source, here is what you are looking for:
Though I fear if you’re having issues downloading via the launcher, you won’t have much luck downloading the source code and Visual Studio 
Torrents are not available, the only way to get the engine is through the launcher or through the Github source. Both options require you to make an Epic Games account and agree to a EULA
