Non-RTK GPS, no GPS ground control, targets used for local scaling only. The data is off by about 50ft vertical, so when I make my contours, they’re quite off. Not a huge deal, just annoying that I have to bring it into arcgis to use the raster calculator.
Is there a way to change this in RC?

according to your description your model is just scaled, not georeferenced.
In that case the height won’t be exact.
During export there is option to change the height of the model using Scene transformation in the export model settings:
But for the contours it is better to use georeferenced models.

The contours themselves are VERY approximate. The client doesn’t have the interest (or budget) to use survey control or RTK. It’s not for decision-making, but rather visualization for museum-style displays.
