Can a different team member publish a team project when the team owner doesn't have publish rights from epic?

Hi,

We made a team in creative to be able to work together on projects. Sadly, only 1 team member can publish projects because he’s the only one that has creator status from epic.
Can he publish our projects even though the rest of us don’t have creator status from epic? He is not the owner of the group.
