Camera pop at small rotation value - bug?

Hello, you can see the issue in the uploaded video. For a reason, when camera is perpendicular to floor one of it’s axis rotations snaps to rounded value, what creates a strange jump. However, if I turn the camera a bit (about 1 degree is enough), the pop dissapears, however nothing else is changed. I don’t know if it’s a bug or limitation, but if anyone knows how to fix this I’d be grateful as it’s not the first time I encounter this situation.

If someone needs original animation for investigation i can provide it, however animation curves are super clean. Deleting the keyframes around broken frame doesn’t fix the problem, it only moves the pop a bit forward or backward.
