"Cam" Footage. Sequencer with Film Grain and Overlay. (First attempt)

For the “noise” I imported a noise texture and adjusted the material transparency, then used panner to have the texture move quickly across the surface of a plane which is placed and attached to the Camera.

For the overlay, again just a simple texture placed on a plane and attached to the camera.

Probably not the most efficient way but the only way I could figure out , for now.
