Cable keeps re-simulating?

I am trying to make a grapple hook system that uses a cable component. The cable is attached to the character mesh. The mechanic seems to be working, however when I move, the cable re-simulates. Why does this occur?

Where / how do you handle the actual attachment:

If you don’t, that’s the way to do it.

The grapple hook end is attached to a mesh sphere labelled “TongueHook”.

This sphere is set to a world location when the line trace impacts with a surface.
