I am building a tool that is used more for UI and does not need 3D graphics at all and because of certain needs I have to use Uunreal.
When I run on a weak computer with a weak video card I get a d3d11 error.
I have DirectX 11 installed And everything is set up properly, it is surely a video card compatibility problem.
Is there a way to tell Unreal is still able to run the game? I don’t care if it will also be on 1FPS Because it’s not really a game, it’s just for the UI.

Unreal needs the capabilities of a GPU that supports 3D regardless of the content you are using. You neglect to say what GFX card is installed. Some do not have the capabilities required for the core engine to run is my guess, depending how old it is.
If you card does not have 3D capabilities I am guessing unreal will fail as even 2D is simulated using a 3D environment.
