yes i had the laucher.
every step when you download ue 4.10
when launch the 4.10 he say me a close the other luach.
what I did was restore the Windows 10 and install all and was resolved
becasue can unistall unreal laucher so delete the folders.

Just to clarify: You restored your Win 10 installed, and then you were able to uninstall the previous version of UE. After uninstalling UE 4.10 you were able to install the launcher and the new version of the engine.
Is this correct?
The first thing that happened was a mistake and to solve the problem I had to reinstall the operating system (Windows).I had to uninstall it because the launcher wont let me close it, so I had to delete (forcefully, delete the folder) and then not let me reinstall.
