Summary
When a new player joins the session, they cannot see the bubble chat messages from other players who are already in the game. The bubble chat works fine for players who were already present before the new player joined.

Have Player B join afterward.
Player B cannot see bubble chat from Player A.
Expected Result
Player B should see bubble chat messages from all players, regardless of join time.
Observed Result
Player B sees no bubble chat from Player A.
