The way Twinmotion handles scene states or phasing is by hiding and unhiding objects. Assuming your terrain is a single object, you would not be able to make modifications to the terrain that would be visible in different scene states.
The simplest approach would be to duplicate your terrain object for each scene state you need. You can modify the duplicated terrain as needed then. When creating your scene states, hide all terrain objects except for the one you want to be visible in each scene state, which should achieve your desired effect.

In that case, since you are using Twinmotion's terrain rather than an imported landscape, it currently isn't possible to have multiple terrain layers in one scene.
We currently don't have any plans to allow support for multiple Twinmotion terrain layers in a single scene, but I recommend suggesting your idea on our roadmap here so that our developers can review this request and see if it is a possible change we can make in the future.
