Bone translation and bone scaling not working

Hi
I cannot get bones to translate or scale from either an animation sequence or from AnimGraph using a ‘Transform (modify Bone’ node.

Bone rotation works OK from either method but not scaling or translation.

Searching the internet for similar problems the suggestion was that bones in the skeleton should have retargeting set to animation. This is already set for all my bones. I have tried all combinations of enabling/disabling root motion, force root lock but I still cannot translate a bone.

Any suggestions on how to fix this please?
