The documentation appears to be outdated on this page. I’ve requested an update: UEDOC-1342. This particular function may be being phased out as it only serves “so artists can temporarily translate or rotate bones in order to look for skinning issues in a Skeletal Mesh” -Which can easily be done by simply cycling through various animations.
