Blueprint Effect Explosion has Weird Location Setting

I’m trying to understand blueprint effects and actor spawning. I created an actor to represent a pick-up that gives an explosive effect when the player steps over it. However, the explosion activates way above the player and the item and I can’t figure out why.

Are the target actor locations set?
Also may need to consider whether the Niagara setting is local or world
