Bloom on mobile only works when set in Project Settings

Hi,

I’m testing on a Samsung Galaxy S5.
Bloom is only working when “Bloom” under Default Postprocessing Settings is enabled
If I leave it disabled there and “enable” it in my PostProcessingVolume (set the intensity to 1) it’s not showing up.

(mobile HDR enabled, PostProcessingVolume is a bound volume enclosing my entire scene)
This behaviour does not occur when I run on my Macbook (both situations give bloom)

Android version 5.0.1.
