You can try changing noise speed on electricity particle effect in Content Example, and see changed value does not affect the effect. Is there some other setting that I need to turn on to manipulate the speed? I would like to make the effect to move slower.

Hey Pinepanda - The Noise Speed should be working (in 4.3.1) it can be a hard thing to see. Toggle Smooth to True and then adjust the Vector Constants and you will see the Noise Speeds effect more clearly. Thank You and let me know if you are still experiencing the issue - Eric Ketchum
