Have you installed Windows 8.1 SDK?
- Install DirectX runtime
- Install Windows 8.1 SDK
- Install Visual studio 2013 (pro or community)
- Try compiling now.
If this still does not work, try re-installing UE4 - Sometimes UE4 fails to detect 8.1 SDK if it was installed later.
