Surely there must be a way to bake the “define ground plane” values into the orientation for your project. This feature is so deceiving that it does not preserve the value you set. I have had this project processing for 10 days thinking it’s orientation and scale was correct, but when I export my components it loses the correct values.

Can you explain in more detail what kind of values does it loose? How did you scale your component? When you export a component, the scale is preserved even if the ground plane orientation is different. Also, when you export a model with info file and import back component and model, those will match even if the ground plane is different. If your scene is georeferenced, then the georeferencing and coordinates are preserved as well.
Yes sorry, I think I mis-spoke, the scale is correct, I lose the scene origin and orientation set in define ground plane. I scale the scene using an archaeological scale and control points. There is no GIS or georeference data because the site is a cave interior. When RC calculates the floor automatically it gets the wrong orientation, so I correct it with the define ground tool. My workflow involves taking it in and out of several software packages, zbrush, mudbox maya etc so I want to keep the same orientation across software and then back into RC. Right now when I export I get the wrong orientation and origin that RC came up with rather than my correction, making working with it very awkward in other software.

Each software may import models with different initial orientation. So you can set orientation on the export from RC (it is in export settings - Export transformation stings/ Scene transformation).
Most of 3d software have ability to set orientation on the import so you may check your import settings too.
