This kind of object with glossy smooth material is pretty hard to get right with photogrammetry as is.
You have to find a way to add visual features on the large glossy areas. I don’t know what you are allowed to do on this specific object, some technics could damage the object but technically what could work is spray paint, powder, stickers with details… the main idea being to shoot one set of photo without the addition, one set with, align everything together and texture with only the pictures without the addition.
Just as Jonathan said correctly it is. Every scanned object has to either have a detail structure or a visible pattern. If it does not have, you need to help it and make it dirty simply said.
