Attempting to achieve Halo 2 like lighting

Recently ive been slowly chipping away at attempting to make a simple little halo 2 recreation and one of the major steps im on is recreating the visual style, i have already create the viewmodels and got the animations setup but am really struggling on how to make unreal engines lighting look akin to how older shooters like halo 2 looked.

Im really new to make materials and lighting i usually stick to programming so im sorry if im poorly versed in shader terms etc. If anyone could help me out that would be excellent!
