Asset Manager causing EXCEPTION_STACK_OVERFLOW in 4.20

Asset Manager had some slight changes in 4.20 and those changes started causing infinite loop during packaging. After inspecting changed code I noticed there is new part of InitializeAssetBundlesFromMetadata() which is causing the infinite loop:

I do not have proper repro steps for bug report but this is something what was not happening in 4.19 as it was impossible for InitializeAssetBundlesFromMetadata() to call itself.
Does anybody have similar issue?
