Artifacting during motion

If you notice around the hands, when they move around they leave behind small artifacts that last a few frames and are very noticable. It happens in a more pronounced fashion when there is a big jump in the position of the mesh, for example when I change the animation to something else and the whole mesh jumps instantly.

Here are my settings for lighting in the post process volume.

I am using Lumen everywhere, have not enabled path tracing. Settings are set to Cinematic mode, anti-aliasing set to TSAA.
