i have done a lot of looking to find the dino editing window (i have seen others use this feature but it is nowhere to be found)

There is no Dino editor, you edit the different bluprint And mesh file of the Dino like any other item. Tell us more detail on what you want to do to have more help
it really depends what ur looking for 80% of its there it just doesnt stare u in the face sometimes lol
