Anyone know how this car rig was created?

Hello,

I would like to open up a discussion on how this would be possible? Its a car rig within a blueprint that can follow a spline but it reacts to the terrain. On top of that the wheels rotate automatically and turn along the spline as well. How the heck was this done?

but the above example looks like a there might be more flexibility with keys etc.
