Animations with Force Root Lock and Additive settings don't work properly in 4.23

Animations with Force Root Lock ticked, and and an Anim Type of Additive don’t work properly in 4.23, and lead to corrupted animation.

We believe this is linked to this bug Unreal Engine Issues and Bug Tracker (UE-79044)

UE-79044 says that by setting the Additive Anim Type BEFORE checking Force Root lock fixes the problem, however we suspect that this only fixes the problem on the machine where those settings are applied.
If the asset is then put under source control and retrieved on a different machine, the additive animation will still appear corrupted on that machine.
Corruption can vary between the animation being slightly offset to polygons all over the screen.

Interesting that even in Unreal Engine 5 this issue still persists, and nobody has even one iota as to what causes it.
