Animations not working in level sequences in packaged builds for windows transforms and audio are working

The animations in my level sequence are not working in the packaged builds for windows the transforms and audioare working but isntead of playing the animations the npc just stands there

it works fine in the viewport

it is a sequence with no camera where the player has freedom to move about only the npc is bound by the sequencer

solutions i have already tried
reimporting skeletal mesh
added folders to additional assets to cook
