My problem is that the arms goes into the body, because they to short.
What do you do if your arms are too short? Are there options for this in the retargeter?

did you have created the reference pose? you can visually move the hands up a bit in the target rig (when both source and target rig are in the A pose) so when they get the animation this distance will move target arms outside the body.
is your character too wide, pose looks fine, the torso is too wide. so add more distance to the hands positions

i mean, if i want that the hands only rotate between specific degrees, is there a option so set this up without extra script?
this can be done in the Physics Bodies setup but that is not simple. But once you set that one hands legs, body will react in a realistic way.
you can download the unreal content example to see it in action, they have various example of this type of keyframe animation and procedural animation that can also give you option to limit movement.
maybe you can try a character IK rig. that could also work I think
