Animation Notify "Play Particle Effect" should match Emitter's OwnerSee/NoSee setting to parent.

Imo this would be great as a setting in the Notify properties, especially for implementing FX on 1stPerson/3rdPerson meshes in split-screen.

While I’m able to get around this limitation in Blueprint, I feel my solution would be a lot cleaner if I could just use the Notify.
