Animation continues original movements after key set

I set the rotation and location key in the first frame for both left and right upper arms in this running animation, but the arms still continue to swing in play mode. How do I keep the location rotation from changing? It seems the lower arm and hands are willing to stay still using the method of keying in the first frame. I’m not seeing any further keys in the Upper Arms. What information am I missing?
