Animation Budget allocator Plugin bugged?

I am using the animation budget allocator plugin and everything is working fine so far but the 5.4 documentation states that if you spawn in a character bp into the world on event begin play for said blueprint that it will work with the allocator but from my experience it only adds to the “Num of registered components” and does not get effected from the plugin what so ever, turning the plugin of/on sometimes adds in a few of the strays but never even close to all the spawned/spawning in characters. if i just place them into the world they all work flawlessly.
