Anim Notify plays when it should not?!

I have two animations in 1D Blend Space - the Idle with no Anim Notify; and the Walk with custom Anim Notify. Speed is set to separate them. it is a big number difference. On grid.

If I hook the Walk Anim Notify event to play a sound - It will play that sound on the moment - even when the animation itself is not active at all. The character is sitting in Idle animation, but the Walk Anim Notify plays on repeat!!!???
If I actually walking - I am hearing x2 overlap of foot steps?

Is this a bug? Anyone encounter this?

I try other animations - the problem is consistent - the Character is sitting on Idle, but the Notify events from the other animations - are somehow playing??? in the background??? What?
