Ambience and Materials Menu should be available as independent menus

UntitledI get a little bit lost when Scenes menu is turned off and I want to find the Ambience Settings.

I think they should have their own button.

I also think this should be applied to materials. Sometimes it's really hard to find how to get to their settings menu.

I'm still trying to explore more of the UI to see how this can be consistent with other tools.
