Allowing players to write scripts?

Looking at the scripting plugin that Epic has provided, a lot of engine functionality is being exposed to the Lua scripting language.

If a game is released that allows a user to view and modify these scripts to modify a game, would this be breaking the EULA?

Not a lawyer, but I would assume that if nothing else you could release it only to engine licensees on the marketplace.
