Allow background sounds in a packaged game?

I have a packaged game consisting of a widget within other packaged vr games can be launched. The packaged game which functions as widget is continuously kept upfront so users can still use the widget interface and will not be interrupted by the gameplay on screen. The problem is that the HMD is not playing any sound of the vr game which is kept on the background of the computer screen. Is there a way I can keep this setup where the vr game is in the background, but the sound is playing through the HMD?
