Aim Offset strange behavior

I created an Aim Offset for a character to look Up and down. It previews perfectly, but in game when i look towards the floor the character instead looks straight into the sky. if aiming above the horizot it works. i printed the rotation value and it is between -90 and 90. so is the range of the aim offset. what could that be?
