I reverted to Unreal Engine 5.4. It does not display the message that I need to build HLOD. However, if I do choose to build HLOD, I get a crash with the same stack trace.

I was able to search for that file that was corrupted or whatever, and delete it from the level. Now HLOD is able to build.
